Mayor of London Sadiq Khan has used his executive planning powers to take over a major housing development in Dagenham on 8 May, which was refused permission by Havering Council in March, but had been approved separately by Barking and Dagenham Council.
Beam Park, which would see over 2,900 homes – 50% of which are earmarked as affordable – and two schools built on a former Ford car factory site, sits on the boundary between the two boroughs; Havering cited concerns that the development would have a negative impact on the area's character, with the height of the proposed buildings raised as a main obstacle.
In addition, a railway station is planned for the development as well as up to 5,272sq m of retail, healthcare, multi-faith worship space, leisure, community uses and management space.
The mayor invoked the Town and Country Planning Order 2008 to take control of the planning application, delegating it to the deputy mayor for planning, regeneration and skills, Jules Pipe.
Pipe said: "This is a large, very important site and the application to develop it includes nearly 3,000 homes along with a range of other uses.
"Having weighed up the evidence available to me and given its importance, I have decided to call in this application so it can be subjected to further scrutiny."
The City of London Corporation is about to buy Barking Power Station site in east London for around £125 million, according to Property Week.
A £25 million grant for Barking and Dagenham Council will help it support new housebuilding over the next four years.
